CivicBinder is a readiness engagement, not software a public entity operates. The Title II web rule sets a date; what an entity is actually asked for on that date is evidence — what was tested, what was found, what was fixed, and what the plan is for the rest. That record is the binder, and building it is the work.

The free scan on the front page reads a public site the way the rule's own standard does and shows what it finds. It needs no account and works whether or not an engagement ever follows.

The figures in that record are counted from this product's own claim register rather than written beside it, and the date is the OLDEST verification in the set rather than the newest — a register is only as fresh as its stalest entry, and the newest date is the flattering answer. Nothing here is a round number somebody remembered.
